O Governo Federal decidiu n\u00e3o elevar a tributa\u00e7\u00e3o<\/b> sobre os sites de apostas esportivas<\/a>. O relator da Medida Provis\u00f3ria 1.303\/25, deputado Carlos Zarattini (PT-SP), removeu do texto a proposta que aumentaria a al\u00edquota sobre a receita bruta das empresas de 12% para 18%. A mudan\u00e7a ocorreu ap\u00f3s negocia\u00e7\u00f5es com o Congresso Nacional para garantir a aprova\u00e7\u00e3o da Medida Provis\u00f3ria.<\/p>\n

Arrecada\u00e7\u00e3o Fiscal e Regulariza\u00e7\u00e3o<\/h2>\n

A expectativa inicial do Minist\u00e9rio da Fazenda era de arrecadar cerca de R$ 10 bilh\u00f5es em 2024 e R$ 20 bilh\u00f5es em 2026. Com os ajustes no texto, o relator da MP reduziu a estimativa para R$ 17 bilh\u00f5es em 2026. Zarattini explicou que as mudan\u00e7as impactam a arrecada\u00e7\u00e3o em aproximadamente R$ 3 bilh\u00f5es.<\/p>\n

Apesar da desist\u00eancia do aumento, o deputado incluiu no parecer um programa de regulariza\u00e7\u00e3o tribut\u00e1ria, denominado RERCT Lit\u00edgio Zero Bets. Este programa visa \u00e0 regulariza\u00e7\u00e3o das apostas que operaram no pa\u00eds entre 2014 e 2024, antes da regulamenta\u00e7\u00e3o oficial. Empresas interessadas poder\u00e3o declarar receitas retroativas mediante o pagamento de 15% de Imposto de Renda e multa de 100%, com prazo de ades\u00e3o de 90 dias. A participa\u00e7\u00e3o ser\u00e1 restrita a operadoras com autoriza\u00e7\u00e3o da Fazenda Nacional<\/a>, buscando evitar disputas judiciais sobre tributos de anos anteriores.<\/p>\n

Fiscaliza\u00e7\u00e3o e Outras Medidas<\/h2>\n

O texto aprovado tamb\u00e9m refor\u00e7a os mecanismos de fiscaliza\u00e7\u00e3o sobre apostas esportivas<\/a> n\u00e3o regulamentadas<\/b>. Provedores de internet ter\u00e3o a obriga\u00e7\u00e3o de bloquear o acesso a sites ilegais em um prazo de at\u00e9 48 horas ap\u00f3s notifica\u00e7\u00e3o da Receita Federal. Essa medida tem como objetivo principal diminuir a atua\u00e7\u00e3o de plataformas que operam sem a devida autoriza\u00e7\u00e3o governamental.<\/p>\n

Adicionalmente, a nova vers\u00e3o do parecer confirma a exclus\u00e3o da proposta que extinguiria a isen\u00e7\u00e3o de Imposto de Renda para Letras de Cr\u00e9dito Imobili\u00e1rio (LCIs) e Letras de Cr\u00e9dito do Agroneg\u00f3cio (LCAs). O relator manteve a isen\u00e7\u00e3o para outros ativos financeiros importantes, como deb\u00eantures incentivadas, Certificados de Receb\u00edveis Imobili\u00e1rios (CRIs) e do Agroneg\u00f3cio (CRAs).<\/p>\n

Tramita\u00e7\u00e3o da MP<\/h2>\n

O parecer foi publicado na manh\u00e3 desta ter\u00e7a-feira (7) e estava previsto para ser votado na comiss\u00e3o mista do Congresso no mesmo dia. Se aprovado, o texto avan\u00e7ar\u00e1 para os plen\u00e1rios da C\u00e2mara dos Deputados e do Senado Federal, que precisam analisar a mat\u00e9ria at\u00e9 quarta-feira (8). Caso o prazo expire sem a vota\u00e7\u00e3o, a Medida Provis\u00f3ria perder\u00e1 sua validade.<\/p>\n

A MP 1.303\/25 \u00e9 considerada uma iniciativa crucial do Minist\u00e9rio da Fazenda para aumentar a arrecada\u00e7\u00e3o e atingir a meta fiscal de 0,25% do PIB projetada para 2025. Se sancionada, as novas regras de tributa\u00e7\u00e3o para investimentos e apostas esportivas<\/a> entrar\u00e3o em vigor a partir de 2026.<\/p>\n
